【摘要】:Amajorconcernforcorrectionsadministrationofficialsistheresistanceofsecuritybarriersusedindetention/correctionalfacilitiestocertaintypesofphysicalattackthatitisreasonabletoexpectinthefield.Thesetestmethodsaredesignedtoaidinidentifyingalevelofphysicalsecurityforfixeddetentionhollowmetalvisionsystems.Thesetestmethodsarenotintendedtoprovideameasureofresistanceforavisionsystemsubjectedtoattackbycorrosiveagents,high-poweredrifles,explosives,sawing,orothersuchmethods.Thesetestmethodsareintendedtoevaluatetheresistanceofavisionsystemtoviolentattacksusingbatteringdevicessuchasbenches,bunks,fireextinguishers,ortables;handgunsuptoandincludingthe.44magnum;andfiresstartedbyusingmattresses,books,andsimilarflammablematerials.Theprimarypurposeorresultofthisstandardistoprovidedetailedtestmethodsthatapproximatethelevelsofabusetowhichitispossiblethatvisionsystemsbecomesubjectedinthefield.Thedesiredresultofitsuseistogiveensuranceofprotectiontothepublic,toprisonadministrativepersonnel,andtotheinmatesthemselvesintheeventofsuchattack.Note18212;Itisrecommendedthatdetention/correctionalfacilityadministrationprovideadequatetraining,supervisionandpreventivemaintenanceprogramstoenablehollowmetalvisionsystemstofunctionasintendedthroughouttheexpectedservicelife.1.1Thesetestmethodscoverfixeddetentionhollowmetalvisionsystemsofvariousmaterialsandtypesofconstruction.Thesefixedhollowmetalvisionsystemsareusedinwallopeningsindetentionandcorrectionalinstitutionsdesignedtoincarcerateinmates.1.2Frameassembliesinvestigatedunderthesetestmethodsincludeindividualcomponentsincludingdetentionsecurityhollowmetalframes,frameanchoring,securityglazing,panels,andremovableglazingstops.1.3Thesetestmethodsaredesignedtotestthecapabilityofafixeddetentionhollowmetalvisionsystemtoprevent,delay,andfrustrateescape;tolimitorcontrolaccesstounauthorizedorsecuredareas;andpreventpassageofcontraband.1.4Thesetestmethodsapplyprimarilytodetentionhollowmetalvisionsystemsbetweensecureareasgenerallyfoundinsideadetention/correctionalfacilitysuchas:dayrooms,controlrooms,cells,andsallyports.Thesetestmethodsareapplicabletovisionsystemsotherthanhollowmetal,providedtestingandreportingproceduresarefollowed.1.5Thevaluesstatedininch-poundunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.1.6Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
